Hello, are you sure that it does not operate? The handlebar lock initially also thought it did not work with my key, but it has its procedure, one afternoon trying several minutes I found the way. You must insert the key and if it allows you to turn a little, you turn it and push inwards, if the handlebar is in the correct position, the plate will enter just the locking position, once there you turn the key again to the original position and withdraw to key, the mechanism in and the handlebar locked.

With a single key I turn on the motorcycle, I uncover the compartment under the seat, I lock the handlebar and it also operates on the padlock that you have on one side of the chassis.
